New Brunswick announces new immigration pilot for critical workers

On November 7, 2023, the provincial government of New Brunswick announced an all-new immigration pilot project: the New Brunswick Critical Worker Pilot (NBCWP).

The pilot (a joint project between the federal and provincial governments) aims to address the critical labor shortage in New Brunswick. The pilot is unique in that it will not only provide economic immigration to the province, but will also guarantee settlement services (including skills and language training) for newcomers through the project.

According to Arlene Dunn – the minister responsible for Immigration and Opportunity New Brunswick – “participating employers will greatly benefit from filling significant vacancies and applicants will find meaningful work in a welcoming community”.

As well as addressing significant labor shortages, New Brunswick is concerned with retaining newcomers, and believes that meaningful work is an important factor in doing so; This pilot is the first step towards resolving both the issues. NBCWP will work with six selected employers in New Brunswick:

These employers were selected for their impeccable track record in the New Brunswick Provincial Enrollment Program (NBPNP), good immigrant recruitment practices, and because they already have the necessary settlement programs in place. As part of their partnership, these employers must:

  • Have strong settlement plans for housing and transportation to best support the successful placement of candidates in their new jobs and communities, with strong commitments to long-term retention;
  • There is a comprehensive human resource plan to recruit and hire skilled international talent and enhance on-the-job skills;
  • Provide candidates with up to 200 hours of language training as needed; And
  • Provide guidance and support to candidates who wish to pursue their Canadian secondary education equivalency.

The five-year pilot program will be regularly monitored and evaluated so that it remains responsive to immigration needs and delivers the desired results for the province.
