About Ontario’s Human Capital Priorities Stream

This Enhanced Provincial Nominee Program (PNP) allows OINP to nominate candidates from the express entry pool for permanent immigration.

To be eligible under the Human Capital Priorities Stream, candidates are required to meet eligibility requirements for one of Canada’s federal high-skilled programs, which can be either the Federal Skilled Worker Program, or the Canadian Experience Class.

Candidates are not required to be offered a job in Canada, but are required to meet certain work experience eligibility criteria. That is, they require at least one year of paid, full-time work experience or a part-time equivalent within the last five years. This can be international work experience, or Canadian work experience.

About express entry system

Express Entry is an application management system for three federal immigration programs: the Federal Skilled Worker Program, the Federal Skilled Trades Program, and the Canadian Experience Class.

Eligible candidates are ranked in the Comprehensive Ranking System (CRS) based on human capital factors such as age, work experience, education and language ability in English or French. Receiving the provincial nomination is an automatic 600 CRS mark.

The highest-scoring candidates are issued invitations to apply for permanent residency (ITAs) through a bi-weekly draw. Once candidates receive an ITA from the federal government, they can apply for permanent residency.
