IRCC invites 893 PNP candidates in new Express Entry draw

IRCC has conducted its third Express Entry draw of 2023.

Immigration, Refugees and Citizenship Canada (IRCC) issued invitations to 893 Provincial Nominated Program (PNP) candidates with a minimum Comprehensive Ranking System (CRS) score of 733.

This was the first programme-specific Express Entry draw since July 2022. From July to date, IRCC was conducting an all-program draw in which all eligible Express Entry candidates were considered for invitations.

Recent Express Entry Result

The Express Entry draw resumed three weeks ago after an unexpected pause of six weeks between 23 November and 11 January. IRCC conducted another draw on 18 January after the 11 January draw.

While the reason for the hold has not been confirmed, IRCC has recently sent CIC Updates An email implying that the stoppage was due to a system glitch that occurred with the implementation of the National Occupation Classification (NOC 2021) on 16 November.

An IRCC spokesperson said, “Unfortunately, technical issues with the implementation of the new classification system on November 16, 2022 have had an adverse impact on the November 23, 2022, Express Entry Invitation Round. These technical issues, while a major inconvenience to IRCC customers, have now been resolved. A round of invites for Express Entry was successfully implemented on January 11, 2023.

5,500 candidates were invited in the January 11 draw with a minimum CRS cut-off score of 507. The following week the IRCC held another surprise draw on 18 January, with the same number of candidates but a much lower CRS score of 490.

IRCC has said that the department is working to resume regular draws. Since Express Entry began in 2015, draws take place regularly every two weeks on a Wednesday. This was true even during the long pause of draws for Express Entry managed programs between December 2020 and July 2022 and the IRCC continued to invite Express Entry candidates from the provincially nominated program.

Express Entry was created with the aim of identifying and targeting candidates whom the government considers to be highly skilled. These candidates are more likely to integrate quickly and have a positive impact on Canada’s workforce and economy. This is because immigration accounts for 90% of labor force growth and about 75% of population growth in Canada.

What is Express Entry?

Express Entry is the application management system for three Canadian immigration programs: the Canadian Experience Classes (CEC), the Federal Skilled Worker Program (FSWP) and the Federal Skilled Trades Program (FSTP). Provincial Nominated Program (PNP) candidates in the Express Entry pool are already eligible for at least one of these programs.

Express Entry uses the Comprehensive Ranking System (CRS), a points-based system, to rank candidates’ profiles. Top scoring candidates receive an Invitation to Apply (ITA) and can then apply for permanent residence.

After a candidate applies, an IRCC official reviews the application and decides whether they are approved. Once this is completed, if approved, the candidate is now a permanent resident of Canada and one step closer to becoming a Canadian citizen.
