3,900 invitations issued on October 30, 2019 draw

Canada invited 3,900 Express Entry candidates to apply for permanent residence in a new draw held October 30, 2019.

This draw brings the total number of invitations to apply (ITAs) to 71,700 issued so far this year through Canada’s Express Entry system.

The minimum Comprehensive Ranking System (CRS) score in this draw was 475.

Express Entry program, a points-based program, manages the profiles of the candidates applied for Canada PR Visa through Canada’s three major skilled immigration programs:

Candidate has to submit their profile into Express Entry pool. Candidate will be ranked according to the Comprehensive Ranking System (CRS) score of all the peers existing in the pool. The Comprehensive Ranking System (CRS) will be evaluation on the basis of Age, Education, Experience, Language and adaptability. Only those candidates can apply for the Canada Permanent Resident visa whose profile is available in the Canada occupation list 2019. The highest-ranked candidates are invited to apply for Canadian permanent residence during regular draws from the pool.

The Express Entry pool takes place every two weeks. The highest-ranked candidates are issued an invitation to apply for Canadian permanent residence.

Federal Skilled Trades Class-specific draw held on October 16, 2019 is one reason for the high CRS cut-off in today’s draw. On October 16, the Government of Canada held a smaller, Federal Skilled Trades Class-specific draw rather than an all-program draw

A longer period between all-program draws usually results in a higher minimum CRS score because additional, higher-scoring candidates have time to enter a profile in the Express Entry pool.

The cut-off score of 475 was an increase of 11 points over the previous all-program draw on October 2, 2019.

Immigration Refugees and Citizenship Canada (IRCC) applied a tie break of August 29, 2019, at 03:50:24 UTC. This means that all candidates with CRS scores above 475, as well as those with scores of 475 who entered their profile in the Express Entry pool before this date and time, received an ITA.

The year-to-date total of 71,700 ITAs puts the Government of Canada  2,500 behind last year’s pace, which produced a record 89,800 ITAs.

Canada has higher admissions targets for the three Federal High Skilled economic immigration programs for 2019 and 2020, which means it could still surpass this record by the end of the year.

Express Entry candidates with scores below today’s cut-off who want to improve their score may have several options, from improving their language scores to obtaining a provincial nomination for Canadian permanent residence.
